Compute Technical Debt
Technical Debt could be computed from some formulas implemented through NDepend.API. These formulas could be OSS plugin assemblies to let the user change them. Technical Debt could be computed in terms of duration (days, hours...) or in terms of cost (USD, EUR...).

Paul, what about a Debt evaluation typed through TimeSpan, and a customizable per-project team floating factor by which the TimeSpan gets multiplied?

Great idea, but it would be better if left as a generic number. Each team will have their own time/cost estimates.
